Having problems with installation - bundled REX-130 pkg

REX4 Texture Direct & SoftClouds -  installer won't launch in Win7

Purchased Bundled REX4 TextureDirect & SoftClouds REX-130 pkg  thru FSPilotShop.com  Order #984471     11/15/17

Installer will not launch in Win7 64-bit.   Followed the README First.pdf settings but still no-go.
